Upon taking office in December 2006, Mexican President Felipe Calderon deployed thousands of federal troops in an aggressive crackdown on drug-related violence. Yet death tolls continue to rise. There were more than 2,500 drug-related deaths in 2007, and the yearly toll rose to more than 4,000 by the end of 2008. Murders and street gun battles are only part of a more entrenched problem that includes corrupt police forces and a lackluster judiciary. Experts say recent police and judicial reforms are a step in the right direction, but such reforms will take time to implement. Meanwhile, increased and sustained cooperation from the United States is seen as necessary to stem drug-related violence. About 90 percent of the cocaine that enters the United States is trafficked through Mexico, according to the State Department's 2008 International Narcotics Control Strategy Report. Mexico's extensive cocaine trade is controlled by cartels based in border areas and along the southeast coast. Three groups--the Sinaloa Cartel, the Gulf Cartel, and the Tijuana Cartel--have waged an increasingly violent turf war over key trafficking routes and "plazas" or border crossing areas. Tiffany Hartley and her husband, David, may have been mistaken for rival gang members when David was killed on his jet ski at Falcon Lake within 100 yards of United States territory. It appears most likely that apart from the value of the jet skis themselves, that the incident was poor timing and placed the devoted couple directly in the path of a Mexican Drug Cartel. A senior U.S. official with knowledge of the border and of Tiffany Hartley's account says the current theory is that the Hartleys ran into three boatloads of armed men who were less pirates than halcones — lookouts for drug runners. The cartel "ground soldiers," as the official called them, were young and poorly trained, and the Hartleys ran afoul of them. The federal official, who spoke on background, said there have been two other incidents in the past six months in which two Americans were slain in the same Mexican state, Tamaulipas. They tried to run highway roadblocks manned by drug mafia gunmen. One man was traveling with his family; the other was a mountain biker. In a chilling development last week, a Mexican state investigator assigned to the case, Rolando Flores, was killed and decapitated, his head delivered in a suitcase to a nearby army garrison. "We were told that the search was canceled not too much after the death of the law enforcement officer there in Mexico," said Sheriff Sigifredo Gonzalez, Zapata County, Texas, the lead agency in the case. The case has caught the attention of Secretary of State Hillary Clinton, who called the investigator's killing "absolute barbarity." Their father, Richard, was a leader in the Baptist Church. Their mother, Marilyn, was a woman of faith and talent, turning down a scholarship to the renowned Juilliard School to join Richard in the Brazilian mission field. On their return, Brooks age 16 and Leslie 12, Richard became pastor of a large church in Oklahoma City. On Oct. 15, 1979, Brooks opened the door of their modest family home to what he believed was a man in need. The man, a drugged-up drifter named Glen Ake, was joined by his partner, Steven Hatch. They pulled out guns, tied up the Douglasses, repeatedly assaulted Leslie, shot all four family members, and left them for dead. Richard and Marilyn died at the scene. Brooks and Leslie recovered from their wounds, but their ordeal had just begun. Ake and Hatch were caught, tried, and, in 1980, sentenced to death. For the next 16 years, however, the suffering rolled on as a legal system created to protect the rights of the accused dragged the Douglass children time after time to testify in court and relive that night. The story became national news. But it was continuing bad news for Brooks and Leslie, forced to sell their family home and possessions to pay medical bills. Brooks struggled through high school and college, repeatedly failing out, drinking heavily, and given to bouts of rage. Leslie, once a beauty queen with a beautiful voice, fought to put her life together as she dealt with recurring nightmares and struggled in relationships. In a 1986 retrial, Ake was convicted again but received life in prison instead death. Brooks Douglass became convicted as well, convicted that the system must no longer "step over the body of a victim to read the criminal his rights." Brooks earned his law degree, and, at age 27, became the youngest state senator in Oklahoma history where he passed a series of victims' rights bill. In 1995, a second turning point came. On a legislative tour of a state prison, Brooks saw Ake–requested a chance to talk to the man who had destroyed his family. HEAVEN'S RAIN shares the dramatic result of that meeting. After three senate terms, Brooks changed directions, pursuing long-held creative desires. With Hollywood writer and director Paul Brown, Brooks co-wrote the HEAVEN'S RAIN script and produced and starred in the film. Our aim is for the UK government to be able to announce a credible series of initiatives which it plans to take in observance of the truce when it appears before the UN General Assembly to propose the Resolution for London 2012 in October, 2011. Our belief is that if the UK government, as proposer, were to show that it was going to take the truce seriously then the other 192 member states may follow suit. London is a unique host city for the Games with more reason than most to take to take the truce seriously (insert link to London unique city). David recalls in this moving program her love for the work she so adored and for life. Most of all her only son Hugh, now with Susan's great friend Iain Burnside who is his legal guardian. David is a prominent member of Ingpen Williams an artist's management firm in London. Founded in 1946 by Joan Ingpen, and her dog Williams, the business passed into the hands of Howard Hartog when Joan Ingpen moved to Covent Garden as artistic administrator at the request of Sir Georg Solti. She subsequently held similar positions at the Paris Opéra and the Metropolitan Opera New York. During the second half of the twentieth century, the company represented many of the greatest artists of the time, including Sir Georg Solti, Pierre Boulez, Rudolf Kempe, Sir Michael Tippett, Dame Joan Sutherland, Elisabeth Söderström, Christa Ludwig, Geraint Evans, Hans Hotter and Alfred Brendel. Boulez and Brendel remain on the list today. Ingpen and Williams has adapted to the twenty-first century without losing any of the traditions of long-term personal management that have always been at the heart of the company. It has maintained a scale of operation which allows the firm's individuals to communicate with each other, with its artists and with those throughout the world who wish to engage its artists. The sense of continuity which it seeks to achieve in its relationship with both artists and promoters is exemplified by the fact that directors David Sigall, Jonathan Groves and Thomas Hull have been with the company since 1972, 1974 and 1990 respectively. Mr. Chapman's identity was rooted in his father's citizenship, regardless of his mother's. After years of fighting to have his Canadian citizenship restored, and for the rights of thousands of other so-called Lost Canadians who found themselves jilted by immigration law vagaries, Mr. Chapman won his battle. The government enacted a bill that allowed the majority of Lost Canadians to reclaim citizenship, but suffers still from a reluctance to fully enforce the law across many cases.
